also , if the shuttle are neutral why is your pos attacking them? unless people are jumping into those shuttles marking them as hostile to your pos and then jumping into a combat ship to attack, which actually maybe an exploit. petition it ASAP i...

You could try changing the pos settings , from "attack if at war " to "attack if aggressed" that may help since a pos will naturaly defend itself if shot at it may ignore the shutles also file an exploit petition, that may also help
